ANDREW LOCICERO– POLICY ANALYST

Andrew LoCicero serves as a Policy Analyst at Ferox Strategies, tracking legislation, researching funding opportunities, and summarizing policy on behalf of the firm’s retail, trade, and energy clients with an emphasis on defense, national security, and international affairs.

Andrew offers strong research and analytical skills from his academic pursuits, writing memos and analyses on defense and national security policy. These projects gave Andrew the ability to compile data and information and communicate their significance to policymakers on a myriad of topics, including how to prevent a dual contingency in the Indo-Pacific, the U.S.’ strategic posture in a new era of great power competition, a Chinese invasion of Taiwan, and the Chinese military.

Andrew is a seasoned veteran of Ferox, through a previous internship and subsequent fellowship stint. Before Ferox, Andrew interned at the Heritage Foundation’s Allison Center for National Security. There, he gathered open-source information and created deliverables on the Chinese People’s Liberation Army’s (PLA) main combat branches, collecting branch numbers, locations of key bases and installations, capabilities, and future force structure estimates. He also extrapolated information from the Department of Defense Comptroller to assess which Army Research, Development, Test, and Evaluation (RDT&E) programs should be maintained or terminated. This research helped inform policymakers about the need to procure more weapons systems and ammunition.

Originally from Rochester, New York, Andrew graduated Summa Cum Laude from St. John Fisher University with a Bachelor of Arts in History with a concentration in Strategic Military Diplomacy and a minor in Criminology. Andrew continued his education at The George Washington University’s Elliott School of International Affairs, where he earned his Master of Arts in Security Policy Studies with a concentration in U.S. National Security. Outside of work, Andrew likes playing soccer, working out, and spending time with friends.
